New Information Paradigms (NIP) is a very experienced, award-winning software company offering best-of-breed technology.Over the last 15 years, NIP has delivered collaborative solutions to the pharmaceutical sector, as well as delivering high profile, award winning projects for the Financial Times, the London Stock Exchange and most recently the Waitrose.

SPS and NIP worked together to design and develop theOnline Contracts Register Service (PDF 44kb) for the Procurement Agency for Essex. It is now in use as the Pan London Contracts Register by all of the London boroughs, the Greater London  Assembly and its associate members, London Councils and the LCSG.

Coding International (CIL) Formed as a result of the privatisation of the NHS NSV Centre in 2000. CIL has 19 years experience in managing, marketing and developing coding and classification structures. In October 2007 CIL was awarded the contract to manage ProClass, the Local Government Classification Hierarchy.

When the Procurement Agency for Essex approached its 2006/7 expenditure analysis it asked SPS to look at ways in which ProClass could be used to improve the quality of their consolidated spend data and make opportunity analysis even easier. SPS recommended that Coding International was commissioned to classify the 2006/7 financial year spend for members using a unique new way of overcoming the problem of data accuracy.

Terry Ashmore, Managing Director of CIL, points out that “although, there is still some way to go before classifying 100% of expenditure will be reached, each council now has a definitive and accurate breakdown of 85% of its expenditure which it can use with a high level of confidence. They also have a list of where improvements need to be made to the subjective coding and in some cases which service departments need to improve their financial coding procedures.


 Rubus is an independent consultancy that supports organisations to get their message across, clearly and powerfully.
