COA Solutions is one of the largest suppliers of financial management, procurement and HR and payroll solutions to the public sector. Coding International (CIL) Formed as a result of the privatisation of the NHS NSV Centre in 2000. CIL has 19 years experience in managing, marketing and developing coding and classification structures. In October 2007 CIL was awarded the contract to manage ProClass, the Local Government Classification Hierarchy.

When the Procurement Agency for Essex approached its 2006/7 expenditure analysis it asked SPS to look at ways in which ProClass could be used to improve the quality of their consolidated spend data and make opportunity analysis even easier. SPS recommended that Coding International was commissioned to classify the 2006/7 financial year spend for members using a unique new way of overcoming the problem of data accuracy.
