Rowena has a wide experience in delivering procurement solutions, more recently in the local government, telecommunications and financial services sectors. She is an acknowledged expert in procurement business process re-engineering and systems in both public and private sectors.
Rowena trained as a business analyst for United Biscuits and worked on the implementation of their outbound logistics solutions before joining QSP in 1992 to help design and project manage the development of its financial applications. She was responsible for developing and delivering e-Procurement solutions and 3rd party partner relationships within the Centre for Procurement Excellence at QSP under the one.stop e-Procurement brand before establishing SPS with Ken Cole in 2001.
More recent assignments for SPS include procurement healthchecks and benchmarks, business intelligence strategies, business case development, and procurement strategy development. Rowena has also developed and presented e-Procurement courses and seminars for the Chartered Institute of Purchasing and Supply (CIPS) and other organisations including Understanding and Implementing e-Procurement, Successful Electronic Auctioning, Delivering Procurement Excellence and Buying IT.
Rowena is a recognised expert in expenditure analysis and has written several whitepapers and guidance papers on the subject having worked with dozens of councils and collaborative bodies to deliver strategic, systems and savings benefits through improved expenditure analysis including Capital Ambition and the Procurement Agency for Essex (PAE). Rowena developed and now presents the highly acclaimed programme Making Expenditure Analysis Easy.
She is now Operations Director at SPS and has responsibility for product development and marketing.
Ken has had a highly successful career in commissioning, procurement and contract and relationship management spanning over 35 years across the public and private sectors. He has been responsible for devising and delivering many high profile and ground breaking projects and initiatives in the UK public sector and is now working to transform the way public organisations view and approach contract and relationship management.
Ken started his career in central government where he worked until 1995 reaching the rank of Senior Principal by his 35th birthday. He served in various senior procurement and project management and roles at the Ministry of Defence, Cabinet Office, HM Treasury and Home Office. He moved to QSP, a major ICT provider, where he managed its public sector division before setting up SPS Consultancy Services in 2001. While at SPS he has also held high profile appointments including Director of the London Regional Centre of Excellence (LCE) and Director of the Procurement Agency for Essex (PAE).
He is a writer of white papers and edits The Catalyst – a quarterly bulleting specialising in commercial transformation matters.
He is as Fellow of the Chartered Institute of Purchasing and Supply (CIPS) and a Liveryman in the Worshipful Company of Information Technologists having received the Freedom of the City of London in 1994.
He is the Projects and Practice Director at SPS Consultancy Services.
