Major procurement exercises cannot be undertaken without access to good and reliable expenditure information. Expenditure analysis specialists SPS have provided expenditure analysis services to the Procurement Agency for Essex (PAE) for the last four financial years. Even though this expenditure analysis work had been a major step forward, both the PAE and SPS realised that it still had limitations.

When the PAE decided to undertake its 2006/7 expenditure analysis it asked SPS to look at ways in which ProClass could be used to improve the quality of their consolidated spend data and make opportunity analysis even easier. Coding International Ltd (CIL) was asked to classify the 2006/7 financial year spend for PAE members using a unique new way of overcoming the problem of data accuracy which quickly and easily allowed over 85% of expenditure to be classified accurately using both the subjective code and supplier name to ascertain the exact nature of what had been purchased.
